Attached are two memos. The first is a business plan I will be using to solicit funds from potential benefactors. The second is a memo I asked Jon Gettman to prepare on NORML’s problems with the IRS and related changes in our chapter guidelines. 

The chapter guidelines are detailed in the enclosed issue of ongoing Briefing. They are not finalized. We are asking chapters for comment, and I plan on incorporating any feedback from the Board, as well as from chapters, into a final version to be published on July 1st. 

A financial report will be made available to the Board prior to the next Board meeting. In rough terms, debt is decreasing modestly, new debt is not being incurred, payroll tax payments are being made every month, and we are maintaining a quarterly mailing schedule to the members. 

A report on our lawyer's assessment of our IRS problems will be presented at the Board meeting. 

The election for new board members will take place as part of the next mailing, scheduled to be dropped in the mail about the time of the Board meeting in June. 

The following items require discussion at our next meeting: finances, the IRS, chapter guidelines, prospective by-law changes, the results of the member survey, and how we will select Board members in the future. Please let me know of additional topics of concern so I may prepare the agenda accordingly.
